Vincent joined the Département through personal connections. He had long moved within influential Parisian circles, and as plans for the Nexus became more concrete, he exerted influence through his associate, Céline Millet.

Vincent was a valuable contributor from the earliest phase of the Nexus and was later intended to become the founder of Division S.
